Gov. Buni swears in new Acting Chief Judge, urges him to treat rape cases urgently


Gov. Buni in a hand-shake with Honorable Justice Gumna Kashim Kaigama after he was sworn in as new Acting Chief Judge of Yobe State.

Yobe State Governor Mai Mala Buni has urged the newly sworn-in State Acting Chief judge to treat issues of rape and other criminal matters urgently.

The governor who was spoke at the occasion of the swearing-in of the State Acting Chief Judge, Honorable  Justice Gumna Kashim Kaigama at the WAWA Hall of Government House Damaturu said “everyone is deeply concerned about upsurge in crimes such as rape and kidnapping and other legal challenges in the country at present,” he said.

Gov. Buni further charged that; “I am of the opinion that this unfortunate development should receive the urgent attention of the Acting Chief Judge and the entire Judiciary as they relate to doing justice, without fear or favour, to the culprits and victims of such crimes. 

The fundamental human rights of all citizens regardless of their social status should be equally protected. Nigerians, wherever they live, should feel free to express themselves without causing infringement on the honour and dignity of any person and be allowed to pursue their legitimate goals in the country,” Gov. Buni charges.

ImpactOnlineNigeria reports  that Justice Kaigam was appointed following the demise of  the former Chief Judge of the State, Hon. Justice Garba Musa Nabaruma who died from a protracted renal ill on the 19th May, 2020.

 
Gov. Buni who described the newly sworn – in Acting Chief Judge as a fearless, selfless and hard-working said he was appointed on merit and  in line with the powers vested on him by section 174 subsection (2) of the 1999 Constitution of the Federal Republic of Nigeria as amended. 

The new Acting Chief Judge is noted for his impartiality, hard work, simplicity, selflessness and fearlessness among other personal traits in the discharge of his duties.  I am therefore, confident in his ability to discharge his duties effectively in our collective quest for quick dispensation of justice and a harmonious working relationship between the Executive, Legislative and Judicial arms of Government in Yobe State,” Gov. Buni said.   
The newly sworn-in Acting Chief Judge of Yobe State, Honourable Justice Gumna Kashim Kaigama, obtained his Bachelor of Law degree from  University of Maiduguri in 1987 and was appointed Chief Magistrate Grade 1 in 1995 and later Chief Registrar in Sharia Court of Appeal in 1996. Until his new appointment, he served as a Judge Damaturu High Court. He has also served in other capacities at the National level, the most recent of which are, the Chairman, Zamfara State Election Petition Tribunal in 2011 and also the Chairman, Kogi State Election Petition Tribunal from December, 2019 to May, 2020. 
The Governor reminded the new Acting Chief Judge to uphold the slogan of the judiciary being the last hope of the common man for the quick dispensation of justice in accordance with the rule of law.

 He congratulated the new Acting Chief Judge while charging him to consider his position as a trust from Allah.

I appeal to us to consider all our positions as a trust that should be handled with commitment, dedication and above all, the fear of Almighty Allah in all our actions.  All public office holders should uphold code of ethics and conduct themselves in conformity with the Oath of Allegiance and the Oath of Office they have sworn to,” Gov. Buni charged
