Counter-terrorism: Gov. Zulum, Buratai commission War and Peace Institute

Borno State Governor, Babagana Umara Zulum and the Chief of Army Staff, Lt. Gen. Tukur Buratai yesterday commissioned a war and peace institute as part of the army education counter-terrorism measures.

 

The institution Known as Tukur Buratai Institute for War and Peace which is named after the Chief of Army Staff, Lt. Gen. Tukur Buratai is  also located in his village Buratai, Borno State.

 

Buratai is located 30km from Biu town which is about 185 km from Maiduguri from Damboa road and 263 km through Damaturu from Yobe State where commuters at the moment feels safer to travel with due to the Boko Haram insurgency.

 

Performing the ceremony, Borno State Governor, Babagana Umara Zulum said his administration will continue to support the army to defeat the Boko Haram insurgents.

 

The governor noted that his criticism of the army is not a show of ingratitude but to put them on their toes to correct their errors and finish up the fight.

 

Governor Zulum also expressed his gratitude for the growing number of higher institutions being established in southern Borno State especially within the Biu axis.

 

The governor promised to provide a friendly environment for the institutions to strived for the benefits of the people by providing critical infrastructure for maximum impact on the state and the country in general.

 

“Generally speaking, I am overwhelmed because siting the Nigeria Army in Biu will definitely give more chance for youth who are willing to join the Nigerian army and also get educated.  The second is the establishment of this institute of War and Peace in Buratai here. All this are very important for us and the state government will do everything possible to partner with this institutions of higher learning especially the provision of critical infrastructure like hostels and other structures to strengthen the existing ones.

 

“We have to also patronize this institution to train more people especially the civilian population because we are in the post conflict era and that will help in the rehabilitation, reintegration and resettlement of the people”, Gov. Zulum said.  

 

Making his address, the chief of Army Staff Lt. Gen. Tukur Buratai explained that the institute is building the capacity of the army in new tactics of asymmetric wars, such as terrorism and counter insurgency.

 

He said, “This institute is part of Nigeria Army University system with  distinct aim  of  understanding all forms of warfare especially new forms of  asymmetric conflict such as terrorism and insurgency .

 

“The Tukur Buratai Institutes  aims at training and capacity building for military personal as civilians in counter-terrorism and insurgency operations, humanitarian response, peace building as well as reconstruction  with a view to influencing policies at state and community levels”, Lt. Gen. Buratai said.

He disclosed  that, ”The institute was first conceived in 2016 as Nigeria ARMY counter-terrorism and counter-terrorism  Museum to systematical archive and record our activities in the counter insurgency operation, including pictures, records of our fallen heros for history and posteriority. The museum was later handed over to Nigeria Army university which today has been turned to this institute”.

 

 

Gen. Buratain explained that  institution has six centers including; center for research and documentation, counter terrorism and counter insurgency, cyber security, strategic communication, training and centre for museum and archive.

 

The Vice Chancellor of Nigeria Army University Professor Kyari Mohammed said he was happy that the institute has finally come on board.

 

The event was attended by many dignitaries including the Emir of Biu and the representative of the service chiefs and Inspector General of Police and friends of the COAS.
